Field Medical Coordinator (2 positions) -- Merlin   Job Details
COMPANY PROFILE/OVERVIEW:

MERLIN has been in Liberia since 1997, and currently supports the Ministry of Health and Social Welfare (MOH&SW) in implementing the Basic Package of Health Services (BPHS), among other health-sector related activities, in Montserrado, Grand Bassa, Grand Gedeh, Maryland, Sinoe and Grand Kru Counties.

Merlin’s vision in Liberia is that all Liberians receive quality healthcare through a sustainable health system.

The Merlin-Liberia Programme announces the following vacancy:

Job Title: Field Medical Coordinator (2 positions)

Reports to: Health Coordinator/ Project Coordinator

Supervises: Field Medical team including Clinical Supervisor, MCH Supervisor, Hospital Matron, Community Health Supervisor, HIS officer

Location: Grand Gedeh & Maryland Counties respectively (with extensive travels in the counties)

Working hours: Monday to Fri 08.00am – 5.00pm (to a maximum of 48hrs a week)

Saturdays, Sundays and Holidays upon on request

 
JOB DESCRIPTION:

Main purpose of the role

Merlin is seeking for the Maryland Field Medical Coordinator who can help the Merlin project site in:

 Construction/rehabilitation of health infrastructures/facilities, provision of medical and non-medical supplies;

 Support the Project coordinator in effective implementation of all the health programs in the Maryland County including the ones under Pool fund for implementation of EPHS and the projects for the Emergency program for the Ivorian refugees, and any other projects in future;

 Support to systems like improving health care waste management systems, disease surveillance, improving health information systems, establishing referral linkages and monitoring/evaluation mechanisms;

 Capacity building of first level service providers and CHT management staff;

 Establishing network of community health volunteers and increased community awareness/acceptance for preventive health services through health education

 Support the County level Hospital and Merlin team working in the hospitals.

Responsibilities and duties:

Responsibility 1: Technically manage the planning and direction of Merlin’s health activities

 Develop and maintain a coherent project strategy fulfilling Merlin’s aims in collaboration with the Project Coordinator;

 Create a shared vision among all Merlin health staff related to project aims and their role in achieving these;

 Oversee the technical management of all the Merlin projects in consultation with the Country health director and the Project Coordinator;

 Constantly monitor the health and humanitarian situation in the project area and propose appropriate action in collaboration with the Project Coordinator and Country Health Director;

 Take lead on the strategic planning exercises with the County health teams, and joint planning with the CHT for the better health program delivery;

 Planning for Emergency preparedness along with the CHT teams;

 Lead and arrange for the regular periodic review of the Health program, jointly with the County health team, and take necessary actions to address the gaps in service delivery;

 Undertake/ assist in needs assessments, health facility assessments and the EmONC assessments as necessary;

 Design and manage:

 public health awareness campaigns

 MCH, EPI, nutritional support and curative care programs

 Basic referral system;

 Develop and implement the KAP and other community based surveys in coordination with the M&E departments and also to support CHD in designing and implementing innovative operational researches and community based program strategies.

Responsibility 2: Supervise and monitor project medical activities in collaboration with medical and non-medical personnel

 Develop, plan and implement project medical activities in close collaboration with medical and non-medical personnel, ensuring coherence between activities and contingencies for changes in project direction and priorities related to the humanitarian context;

 Supervision and monitoring of a network of health facilities, which will be operating in remote and underserved areas of Maryland County. This will include:

o Assessment of needs of local and displaced population

o Ensuring that preventive and curative services are of a good standard

o Ongoing logistic and clinical support;

 Prepare project medical protocols and data collection forms in collaboration with local health representatives and ensure the team is fully conversant with and trained in the same;

 Responsible with the Project Coordinator for encouraging the community participation in health activities to ensure the long term ownership and effectiveness of the program;

 Ensure all medical staff receives appropriate training to ensure the maximum use of their skills and their full and effective participation in medical activities;

 Ensure health activities are implemented in accordance with Merlin policy and inter/nationally recognized standards;

 Ensure that the medical stocks, supplies and other logistic supports are properly managed in collaboration with logistics staff and the Project Coordinator;

 Responsible for the timely preparation and approval of all medical orders, in collaboration with the CHT, all this to ensure that there are no medical stock outs;

 Ensure appropriate follow up on Reproductive Health, Gender-Based Violence, HIV&AIDS activities and appropriate communication with the respective coordinators within Merlin;

 Support to disease outbreak response where necessary;

 Support the implementation of the Partnership for Health System Strengthening (formerly Counterpart Approach) of the MOH&SW;

 Supervise the nutritional program activities at the health facilities in the County;

 Plan, Design and implement the Community outreach activities in the County in line with the EPHS document and also National health policy and plan of the MOH&SW Liberia, with special emphasis to REP and RED approaches.

 Co-ordinate and represent Merlin to local health authorities at county level to ensure all project activities are carried out with their collaboration and participation or order to achieve project objectives;

 Co-ordinate and represent Merlin to WHO, UNICEF, and other I/NGOs to avoid project activity overlap whilst sufficiently addressing the full needs of the communities;

 Ensure key stakeholders receive regular activity reports and statistics;

 Support the Project Coordinator in negotiating new / changes to project activities with local health authorities.

Responsibility 4: Capacity building of MOHSW staff

 In all activities, work to include and support the CHT and the facility staff and share skills;

 Evaluate staff skills, assess their training needs and monitor progress;

 Carry out on-the-job training, coaching and mentoring;

 Plan, organize and facilitate appropriate clinical training sessions / workshops;

 Prepare training materials for on-the-job or training sessions / workshops;

 Support the County Health Team to ensure that all staff work in accordance with MoH case definitions, treatment guidelines and rational drug use;

 Assist in defining roles and responsibilities of clinic health staff, and assist in performance evaluation;

 When necessary, support clinic OICs in their running of the clinic and staff and stock management, whilst assisting them with their plans for the future following Merlin’s exit.

Responsibility 5: Staff Management

 Line manage health staff effectively, using appropriate delegation;

 Monitor health staff performance through regular appraisal;

 Provide technical and managerial support to all health team members in fulfillment of their duties according to project objectives;

 Responsible for recruitment of Merlin national medical staff including the development of clear job descriptions;

 Enhance technical and health management skills of national health staff through formal & informal training;

 Responsible for international and national staff health and well-being as outlined in Merlin Staff Health Policy, although main responsibility for this lies with the Country Health Director;

 Ensure that appropriate PEP stocks and procedures are in place within the respective field sites;

 Ensure up-to-date medical evacuation procedures are in place at all times (in conjunction with the Country Health Director) and make sure that field programs staff are aware of their respective roles.

Responsibility 6: Technical reporting

 Prepare and write timely and accurate donor proposals and reports in collaboration with the Project Coordinator. These documents should reflect progress against set objectives and/or newly defined needs supported by appropriate data presentation and contextual analysis;

 Prepare and write timely and accurate monthly medical activity reports for inclusion in the monthly situation report submitted to Merlin HQ;

 Ensure that all medical records and reports are accurate;

 Ensure that epidemiological data and drug consumption data corresponds appropriately.

Others:

 Perform any other tasks as required by line manager or technical manager.

As Merlin is working in constantly changing humanitarian aid environment, reasonable specific work duties may be requested that may not fit into the above job description, but which will help promote over all programmes goals and aims. Similarly while work on Saturday/weekends or

outside of the usual working hours, will not normally be required, requests to do so should be regarded as falling within Merlin’s standard working contract, of which this job description forms a part.

Requirements

Essential requirements

 Medical doctor, PA or Nurse with strong post qualification experience;

 Previous experience in health development or humanitarian aid field work;

 Good organizational and management skills;

 Experience in disease preparedness and response;

 Strong Experience of epidemiological analysis including data representation and basic survey techniques;

 Strong experience of data analysis;

 Excellent management and inter-personnel skills;

 Ability to write clear and concise reports;

 Successful experience of representation to donors, government and other sector audiences;

 Confident and proficient in the use of MS Office.

Desirable requirements

 Qualification in tropical medicine or public health

 Some relevant experience of working with malaria
