| JOB DESCRIPTION: |
Job Purpose: develop capabilities in program design, implementation and evaluation among Plan staff and program participants; support the achievement of country program goals that are aligned with Plan’s principles and strategic priorities and. Provide strategic direction and guidance to Plan Liberia programs and market its program, as well as successfully manage the acquired funding to the utmost satisfaction of the donors. Key Responsibilities 1. Facilitate the design of program related sections of the Country Strategic Plan to ensure quality and relevant programming of Plan activities; 2. Document and disseminate Plan best practices from within Plan and from other organizations to promote quality and learning; 3. Support program unit staff in program design and implementation, ensuring technical support is provided; 4. Facilitate the establishment and implementation of standards of accountability, effectiveness and efficiency in the achievement of Plan's program aimed at promoting child rights to end child poverty; 5. Manage and support in country operations networks for learning and improvement; 6. Manage and develop program support unit staff to improve staff performance; 7. Initiate and establish strategies to match the donor interests with that of the country programs; 8. Participate on the Country Management Team (CMT) to support leadership in managing the country’s program; 9. Fulfill Plan’s Child Protection Policy at all times to ensure children are protected from all forms of abuse. |

| JOB REQUIREMENT: |
A university degree in Development Studies, Social Sciences or any related area. An advanced university degree (Masters) is an advantage. Background training, skills, and knowledge in general development processes are also an advantage; At least 5 years work experience in a program management position with a recognized institution, with solid supervisory/people management skills.Knowledge, Skills and Attitude required for the position: Knowledge: Seen as a source of development expertise, and proactive in sharing knowledge and advice; Excellent knowledge of monitoring, research and evaluation using quantitative and qualitative principles; Good knowledge of data management software ( (SPSS, Epi Info, EXCEL, World, Power Point, Access); Understands Plan’s work, and implements processes and practices that support achievement of organisational objectives. Skills: Demonstrated experience in the delivery of health, education, water & sanitation, grants support management and community development; Proven experience in a similar senior management level in a reputable international organization similar to Plan; Process management, facilitation, negotiation, people management, information management; Strong leadership skills; Excellent report writing and presentation skills; Excellent human relations and ability to work with minimum supervision; Good training skills; Excellent written and verbal skills in English. Attitudes: Influencing staff to improve performance; Promoting high performance; Open to feedback and willing to try new approaches and processes; Team spirit. |
